Background:
Please note that this is a consultancy assignment of a temporary nature, with an expected duration of up to 144 working days per calendar year. Work location: home-based and field work. Travel within the OSCE region.
The OSCE extra-budgetary project “In support of strengthening capacities of Ukrainian authorities in preventing and combating illicit trafficking in weapons, ammunition and explosives in all its aspects” -implemented the OSCE Conflict Prevention Centre / Forum for Security Co-operation Support Unit - aims to address challenges and risks related to illicit trafficking and misuse of weapons, ammunition, and explosives (WAE) in Ukraine.
The project involves the State Border Guards Service, the State Customs Service, the National Police and the Ministry of Internal Affairs of Ukraine. A wide array of donors has supported the project, including through the European Union Council Decision (CSFP) 2019/2009; these are: the EU, France, Germany, the Netherlands, Norway, Poland and Slovakia; it also receives an in-kind support from Canada, Lithuania and Spain.
While the project addresses the subject matter comprehensibly and in all its aspects, the assignment foresees engagement of the external expert to provide support in enhancing inter-agency coordination and cooperation resulting in developing strategic approach, data-collection and analysis in preventing and combatting illicit trafficking in WAE in Ukraine. Additionally, the external expert is to provide analysis, strategic and operational support as well as technical advisory for effective implementation of the ExB funded OSCE project activities on prevention and combatting illicit trafficking in WAE in all its aspects in Ukraine.
Thus, in the first case, the consultancy work will entail measures to promote development of strategic approach in prevention and combatting illicit trafficking in WAE in Ukraine, including raising awareness, providing advice and expert support for establishing a permanent, inter- SALW control coordination body chaired by the Ministry of Internal Affairs of Ukraine, as well as mapping and maintaining registry of all SALW related initiatives in Ukraine including on donor community resources. Furthermore, the assignment entails promoting development of inter-agency data-collection, analysis and dissemination system on illicit ownership, misuse and illicit trafficking in WAE.
In the second case, the consultancy work will entail measures to provide a range of services to support the decision-making and management processes as well as introduction of new national measures to strengthen capacities and collective efforts in preventing and combating illicit trafficking of WAE in Ukraine.
Objective of Assignment:
To provide subject matter advisory and other types of support in implementation of the OSCE extra-budgetary project primarily aiming to facilitate cooperation and coordination in the field of WAE control in Ukraine as well as effective decision-making and project implementation. Tasks and Responsibilities:
The consultant’s/expert’s services will be engaged by the CPC / FSC Support Unit specifically related to the following tasks under the OSCE extra-budgetary project “In Support of Strengthening Capacities of Ukrainian Authorities in Preventing and Combating Illicit Trafficking in Weapons, Ammunition and Explosives in All its Aspects”. The tasks will be further specified in the additional Terms of Reference, including maximum number of days per task. The consultant/expert must submit a report each time a given task is completed and delivered.
Task 1: Supporting development of inter-agency co-ordination and co-operation resulting in developing strategic approaches, data-collection and analysis in prevention and combatting illicit trafficking in WAE in all its aspects in Ukraine.
Task 2: Providing analysis, strategic and operational support as well as technical advisory for effective implementation of the ExB funded OSCE project activities on prevention and combatting illicit trafficking in WAE in all its aspects in Ukraine.

Necessary Qualifications:
Second level University degree in project management, law, defence, security or police studies, or a related field;
Minimum 8 years of professional experience in design, implementation, supervision and/or evaluation of SALW control programmes/projects;
In-depth understanding of the Ukrainian context, including political, cultural, and social dynamics;
Experience in conducting field assessments/evaluations of the national SALW control capacities;
Familiarity with the regional challenges and sensitivities related to SALW in Eastern Europe;
Professional fluency in the English language, including excellent communication and drafting skills; knowledge of the Russian/Ukrainian languages is an asset;
Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
